Building Surveyor/Certifier - Philip Chun Building Code - Sydney Office

The Opportunity

Philip Chun are seeking multiple Building Surveyors/Certifiers with Class 2-9 experience, to join our team in our Sydney CBD office located at Australia Square.

Reporting to an Associate and working with a collaborative team, you will have the opportunity to work on a comprehensive range of projects from project inception to completion.

This role will allow you to establish yourself as a leading figure in the industry, developing professional relationships and building a strong client base. You will enjoy the benefit of being mentored by leaders in the Surveying industry as well as further develop your own leadership skills.

Key Responsibilities

  • Carry out the day-to-day functions of a Building Surveyor.
  • Assessing applications for and issuing Complying Development Certificates, Construction Certificates, Occupation Certificates and Crown Certification under the relevant Legislation.
  • BCA assessment and reporting.
  • Carrying out inspections and auditing of new and existing buildings.
  • Assessment of performance-based solutions on all classes of buildings including liaising with fire safety engineers and Fire & Rescue NSW.
  • Provides advice to clients in a comprehensive written and verbal consulting role.
  • Preparation of fees in accordance with company structure and client requirements.
  • Attend meetings and provide advice on regulatory compliance matters.
  • Ability to identify and pursue opportunities that benefit the business (dependent on experience)

Qualifications & Competencies

  • Minimum 3 years’ experience with class 2-9 buildings meeting any of the below qualifications:
    • Building Surveyor - Unrestricted
    • Building Surveyor - Restricted (All classes of building)
    • Building Surveyor - Restricted (class 1 and 10)
    • Currently unaccredited, but working towards any of the above.
  • Tertiary Qualifications in relevant field.
  • Extensive knowledge and experience with all aspects of the EP&A Act and EP&A Regulations, BCA (Volume 1 and 2) including documents adopted by reference in the BCA including relevant Australian Standards.
  • Superior organisation and communication skills.
  • Proven experience working across a diverse range of projects.
  • A desire to be part of our team as well as (if applicable) a desire to mentor and train our junior staff.
  • Ability to work collaboratively with the client to meet their requirements and BCA regulations.

The Opportunity

If you're more passionate about the inspection and interpersonal aspects of a role rather than merely signing construction certificates, complying development certificates or occupation certificates, then this position is tailored for you. We invite you to become our first dedicated Building Inspector, where you'll have the chance to shape the role according to your strengths and even build a team of Inspectors.

You'll be under the guidance of an Associate and collaborating with a dynamic team of Building Surveyors.

This role offers you the opportunity to engage with a diverse range of commercial projects, from their initial stages to successful completion.

Philip Chun operates under a Body Corporate registration with Fair Trading.

Key Responsibilities

  • Carry out the day-to-day functions of a Building Surveyor/Inspector in the capacity of inspection work including:
    • pre-commencement inspections
    • critical stage inspections
    • pre-final inspections and
    • final inspections.
  • Assist our Access and ESM teams with inspections and auditing of new and existing buildings.
  • Provides advice to clients in a comprehensive written and verbal consulting role.
  • Attend meetings and provide advice on regulatory compliance matters.
  • Assist with Crown and private projects.
  • Train and mentor junior inspectors and surveyors in all facets of inspections and audits.

 

Qualifications & Competencies

  • Accreditation with Fair Trading as a Building Surveyor – Unrestricted preferred.
  • Knowledge and experience with all aspects of the EP&A Act and EP&A Regulations, BCA (Volume 1 and 2).
  • Superior organisation, communication, and time management skills.
  • Proven experience working across a diverse range of projects.
  • A desire to be part of our team as well as mentor and train junior staff.
  • Ability to work collaboratively with the client to meet their requirements and BCA regulations.
  • Valid class C Australian driver’s license.

Essential Services Consultant – Philip Chun Essential Services

Philip Chun Essential Services provides building owners / agents, property / maintenance managers and building contractors a service to ensure that the statutory obligations are met with respect to the ongoing safety, reliability and maintenance of building Essential Safety Measures.

Under the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021, building owners / agents are responsible for the inspection, testing, preventive maintenance, survey and record keeping of their buildings Essential Fire Safety Measures (eg. fire hydrants, emergency lights, exits) for the life of the building.

The regulations also require that, prior to the anniversary of the Occupancy Certificate; a Fire Safety Statement is issued for the building.

 

The Opportunity

Philip Chun are seeking experienced Essential Services Consultants to join our team in our Sydney CBD office located at Australia Square, in a full time capacity.

Reporting to the Senior Essential Services Consultant, and working within a small and collaborative team, you will have the opportunity to work on a comprehensive range of existing contracts, as well as working with the Building Code and Access teams to explore new business development opportunities.

 

Key Responsibilities

Initial Surveying / Establish buildings scope

  • Visiting new clients on site.
  • Carrying out initial site surveys, checking which existing Fire Safety Measures are present.
  • Gathering information on existing contractors engaged for maintenance.
  • Assessing existing record keeping.

Inspections, Reports & Audits

  • Conducting essential fire safety measures audits, facilitating system interface tests and completing Annual Fire Safety Statements.
  • Carry out inspections to Essential Fire safety Measures, e.g. paths of travel, exit doors, smoke doors, annual lift shaft inspections, fire resisting structures, fire penetrations, etc.
  • Prepare site inspection reports and/or complete inspection records.
  • Follow-up on contractors reporting and inspection carried out.
  • Examine the maintenance documentation for the building or site including the maintenance manuals, inspection reports, logbooks and test certificates, to determine the appropriate level of performance & maintenance requirements is being achieved.
  • Report back to client on compliance.
  • Endorsing the following non-statutory measures for annual/supplementary fire safety statements: emergency planning and alarm monitoring or be eligible to accomplish this.
  • Undertake 12 monthly audits / review the maintenance documentation.
  • Prepare and present Annual Fire Safety Statement, as required.

Setup ESM Manuals

  • Input data into software, customised to specific buildings services
  • Prepare and deliver hard copy ESM Manual to clients
  • Discuss the use and operation of the ESM Manual with clients and contractors
  • Ability to identify and pursue opportunities that benefit the business

Fee Proposals

  • Develop a comprehensive understanding of our fee structure and scope of service provided.
  • Compile and issue fee proposals to clients.

Qualifications & Competencies

  • Qualification as Accredited Practitioner (Fire Safety) under the FPAS scheme for a Fire Safety Assessor, or the willingness to become accredited in the future.
  • Tertiary qualifications in engineering or fire technology, plus previous experience in a consulting role will be highly regarded.
  • Have and further develop a detailed understanding of the legislative requirements governing the requirements for Essential Fire Safety Measures maintenance predominantly in NSW as well as the other Australian States.
  • Have and develop suitable knowledge of the Building Code of Australia as well as be able to assess previous standards and ordinances to assess system performance in existing buildings.
  • Have and develop suitable knowledge of the relevant NSW State Acts & Regulations.
  • Have and develop suitable knowledge of reading and understanding Fire Engineering Reports.
  • Have and develop suitable knowledge of the relevant Australian Standards, specifically AS 1851.
  • Advanced knowledge of Microsoft suite including Outlook
  • Advanced knowledge of Bluebeam
  • Please note that due to the nature of the roll, some out of hours/weekend work may be required, therefore flexibility is essential.
  • Full driver’s license.
