Welcome to our latest newsletter, which contains a mixture of the latest Philip Chun and Industry news and showcases some of our larger Projects.

The past few months have been busy at Philip Chun as a result of solid and continuing growth in the construction and property sector.

We have successfully drawn a close to the past financial year with some major projects drawing to an end and some new ones about to commence. All of our projects have been really successful and the feedback we continue to receive from clients regarding our responsiveness and delivery model is very pleasing - so a big thank you to the Philip Chun team. Thank you also to our clients for continuing to entrust us with overseeing the approvals and delivery of their projects including many residential and commercial property portfolios.

News From Philip Chun

Philip Chun is Australia’s largest building regulation code, access and mobility, essential services, fire and life safety consulting company. Our team of consultants possess a wealth of experience delivering projects from small commercial tenant improvements to very large and complex building structures.

Lindsay Perry

Welcome Lindsay Perry – Senior Access Consultant

Lindsay Perry was appointed Senior Access Consultant with Philip Chun Access in March 2014. Based in the Sydney Office, her role is to oversee the provision of access consultancy services across all the Philip Chun Offices and ensure a high quality of work and advice is delivered by the access team.

Lindsay has over ten years experience as an access consultant and over fifteen years in the Construction Industry. She has worked on a wide range of projects that include commercial, aged care, seniors living, healthcare, hospitality, education and retail. Her interest in accessibility issues started while at university, and most projects she has worked on throughout her career have concerned access for persons with a disability. She is an accredited access consultant, registered architect and currently studying a Master of Disability Studies. These qualifications offer a sound basis to provide advice regarding access to premises for persons with a disability.

Lindsay is committed to ensuring that accessible environments are created that will improve the quality of life for the community as a whole, considering a wide range of disabilities in her work. She has a strong understanding of access legislation and her background as an architect provides valuable insight when liaising with other industry professionals, Councils and developers.

Essential Services Update

Building Codes Queensland (BCQ) has recently announced that AS 1851-2012 will be the State's required maintenance standard for fire protection work.

Amendments to the Queensland Development Code (QDC) Mandatory Part 6.1 (MP 6.1) - Commissioning and maintenance of fire safety installations have now taken effect, formalising the adoption of the 2012 edition of Australian Standard AS 1851 -Routine service of fire protection systems and equipment.

A six month transition period now applies during which MP 6.1 will reference both the 2005 and 2012 editions of AS 1851. The transition period will apply until 31 December 2014. From 1 January 2015 only the 2012 edition of AS 1851 will be able to be used to meet the requirements of MP 6.1.

BCA 2014 Update - E1.4 Fire Hose Reels & E1.6 Fire Extinguishers

The recent implementation of BCA 2014 edition (effective 1 May 2014) sees some key changes to the provision of fire hose reels within residential and hotel buildings. Previously, all Class 2 and 3 buildings required fire hose reels to be installed where:

  • An internal fire hydrant system was installed; or
  • Where there was no fire hydrant system installed and where a single Sole Occupancy Unit (SOU) had a total floor area greater than 500m2.

The Australian Building Codes Board (ABCB) has modified the provision of fire hose reels such that Class 2 and 3 buildings and / or parts (and Class 4 parts) no longer require fire hose reels to be installed.

As a direct result of this modification, Class 2 and 3 buildings now require additional fire extinguishers to be installed within public corridors. Essentially, sufficient fire extinguishers must be installed in public corridors of Class 2/3 parts such that the maximum distance from an SOU door is not more than 10m. Consideration will need to be given to the recessing of fire extinguishers, or the provision of fire extinguisher cupboards (with appropriate signage).

BCA 2014 Update - E2.2a Interconnected smoke alarms

Previous versions of the BCA had allowed the use of standalone smoke alarms within Class 2 Sole Occupancy Units (SOU's). Where an SOU had multiple rooms requiring more than 1 smoke alarm, there was no requirement to have the multiple smoke alarms interconnected. The new version of BCA 2014 now introduces the requirement for interconnected smoke alarms within an SOU.

There are essentially two methods of achieving the requirement:

  1. The use of direct interconnection via cabling, or
  2. The use of smoke alarms with infrared technology.

Please note that the interconnection of smoke alarms is not required between separate SOU's and is only required within a single SOU.


BCA 2014 Update - Other Key Changes to Note

Did you know that the BCA2014 has the following key changes?

  • Slip Resistance requirements now specified - AS4586 adopted.
  • New plant access ladder standard AS1657-2013 now adopted.
  • Photo luminescent exit signage now specified.
  • Performance Requirement FP2.2 now included to permit alternative means of disposal of laundry waste water.
  • Section I (Maintenance) deleted.

Philip Chun appointed to the Building Management and Works (BMW) Building Surveying Consultant Panel – Western Australia

Farewell to Martin and Tracey Burgess

Philip Chun is sad to announce that husband and wife team Martin and Tracey Burgess are leaving us to return to the UK. Martin Burgess, Senior Access Consultant and Team Leader covering Sydney and Canberra, together with his wife Tracey Burgess who is our national Client Liaison Consultant are return for family reasons. They hope to return to Australia within the next 12 - 24 months.

Martin has secured a position in the University City of Oxford and will become the Head of Building Code and Access for the City Council. Tracey will be working for a recruitment company also based in Oxfordshire, which covers part of her role in Philip Chun.

It's hard to believe they have been with us for two and half years and it has been fantastic to have them as part of the Philip Chun Group. We feel that we have all benefited from their passion, enthusiasm, dedication and unwavering commitment. We want to thank them for all of their efforts and wish them safe travels during this time.

Greenslopes Hospital Front

Philip Chun working with Greenslopes Private Hospital

Philip Chun has been providing Building Code and Essential Services Consultancy Services to Ramsey Health Care for a number of years, and the Greenslopes Private Hospital for many years, including:

  • Providing comprehensive Building Regulation, Building Code Fire and Life Safety consultation for development projects.
  • Identifying alternative economical cost effective design solutions ensuring compliance with Building Codes and Standards.
  • Providing inspection advice and assistance during construction.

Greenslopes Private Hospital was established in Sydney, Australia in 1964, and has grown to become a global hospital group operating 151 hospitals and day surgery facilities across Australia, the United Kingdom, France, Indonesia and Malaysia. They cater for a broad range of needs from day surgery procedures to highly complex surgery, as well as psychiatric care and rehabilitation. Pacific Highway

Leighton Properties New Head Office

Philip Chun is working with Leighton Properties and award winning Architecture firm Bates Smart on a new office building at 177 Pacific Highway which will be North Sydney’s first new commercial building in 6 years.

The 30-level tower will set a new benchmark for office buildings in North Sydney and will incorporate state-of-the-art design elements, large floor plates, sweeping harbour views, full end-of-trip facilities. With a project value of A$400M, it will target a 5 Star Green Star – Office Design and Office as Built v3 rating as well as a 5 Star NABERS Energy rating.

Located just 3km north of the Sydney CBD and represents the second largest concentration of office buildings in NSW. The building will enjoy a prominent location and can be easily accessed by all modes of transport, including the newly upgraded North Sydney rail and bus interchange approximately 400m away.

The building will be surrounded by an array of retail and service amenities including Northpoint retail centre, Greenwood Plaza and eight childcare centres ensuring a vibrant working environment for staff and visitors. The project will be underwritten and constructed by Leighton Group and completion is anticipated in the first half of 2016.
