Philip Chun is celebrating the first year anniversary of the new Western Australia office based in West Perth.

Having successfully completed our first 12 months within the local market, Philip Chun are excited to share some of the significant projects that we are currently involved with. Additionally, as part of our ethos to influence and educate our industry, we have also included some information on some key changes incorporated in BCA2014 that will no doubt impact your future designs and projects.

Our dedicated team has been influential in our success to date, with our ability to identify and solve compliance issues early in the design phase and during onsite periodic inspections. We offer a code compliance consulting service not previously experienced in WA.

BCA 2014 Update - E1.4 Fire Hose Reels & E1.6 Fire Extinguishers

The recent implementation of BCA 2014 edition (effective 1 May 2014) sees some key changes to the provision of fire hose reels within residential and hotel buildings. Previously, all Class 2 and 3 buildings required fire hose reels to be installed where:

  • An internal fire hydrant system was installed; or
  • Where there was no fire hydrant system installed and where a single Sole Occupancy Unit (SOU) had a total floor area greater than 500m2.

The Australian Building Codes Board (ABCB) has modified the provision of fire hose reels such that Class 2 and 3 buildings and / or parts (and Class 4 parts) no longer require fire hose reels to be installed.

As a direct result of this modification, Class 2 and 3 buildings now require additional fire extinguishers to be installed within public corridors. Essentially, sufficient fire extinguishers must be installed in public corridors of Class 2/3 parts such that the maximum distance from an SOU door is not more than 10m. Consideration will need to be given to the recessing of fire extinguishers, or the provision of fire extinguisher cupboards (with appropriate signage).

BCA 2014 Update - E2.2a Interconnected smoke alarms

Previous versions of the BCA had allowed the use of standalone smoke alarms within Class 2 Sole Occupancy Units (SOU's). Where an SOU had multiple rooms requiring more than 1 smoke alarm, there was no requirement to have the multiple smoke alarms interconnected. The new version of BCA 2014 now introduces the requirement for interconnected smoke alarms within an SOU.

There are essentially two methods of achieving the requirement:

  1. The use of direct interconnection via cabling, or
  2. The use of smoke alarms with infrared technology.

Please note that the interconnection of smoke alarms is not required between separate SOU's and is only required within a single SOU.


BCA 2014 Update - Other Key Changes to Note

Did you know that the BCA2014 has the following key changes?

  • Slip Resistance requirements now specified - AS4586 adopted.
  • New plant access ladder standard AS1657-2013 now adopted.
  • Photo luminescent exit signage now specified.
  • Performance Requirement FP2.2 now included to permit alternative means of disposal of laundry waste water.
  • Section I (Maintenance) deleted.

Philip Chun and Elizabeth Quay – ‘Puttin’ on the Ritz’!

Philip Chun is currently working with the Far East Consortium and PRD Nationwide on one of Perth’s most prestigious developments, ‘The Towers at Elizabeth Quay’. It will feature a limited number of premium 1, 2 and 3 bedroom residential apartments, pool and gym with a prestigious ground-floor retail precinct.

Philip Chun’s Western Australian State Manager, Andrew Harman, noted the residential apartment project is designed to be part of a planned mixed-use complex which will include the proposed Ritz-Carlton Perth. The Ritz-Carlton Perth is part of the international iconic luxury chain of Ritz-Carlton hotels and resorts.

With sweeping views over the Swan River, 400-hectare Kings Park and Botanical Gardens, The Towers are expected to be the centrepiece of the new Elizabeth Quay development. They are part of the most significant and ambitious waterfront project ever undertaken in Western Australia, Far East Consortium’s Sales and Marketing Manager, Lauren Sheldon, said.

Elizabeth Quay, formerly known as Perth Waterfront, is a $2.6 Billion project that will return the city's focus to the iconic Swan River, enhancing Perth’s reputation as one of the most liveable cities in the world. It is the centrepiece of a bold plan to revitalise central Perth and is being delivered by the State Government and supported by the City of Perth. It will cover nearly 10 hectares of prime riverfront land between Barrack and William streets in the heart of the city. The project will create a magnificent precinct featuring a 2.7 hectare inlet surrounded by a split level promenade, shops, cafes, restaurants, a luxury hotel, 1, 2 and 3 bedroom residential apartments and other exciting entertainment venues.

The Towers at Elizabeth Quay is one of several major urban projects being undertaken that will help to further position Perth as a contemporary, international city.

Single LEAP in Western Australia

Andrew Harman of Philip Chun’s Building Code Consultancy recently worked with the Plenary Group on the Single LEAP 2 project and it included the delivery by Plenary Living in partnership working with the Australian Department of Defence. The recently completed $900 million Single LEAP 2 project saw a total of 3,015 permanent units delivered at 14 defence force bases across all Australian mainland States and Territories.

The Single LEAP projects are fundamental to the ongoing recruitment and retention of high quality young personnel in the Australian Defence Force. Both phases of the project were delivered as a Public Private Partnership with Plenary Living overseeing the delivery. The facilities offer independent living accommodation for Australian Defence Force personnel and will dramatically improve the living-in accommodation to be provided to single servicemen and servicewomen across Australia.

Andrew was involved with inspections at the Stirling and Campbell Barracks in Western Australia together with Robertson Barracks in the Northern Territory. Andrew said, “Some of the bases were in remote locations and I have been to unique parts of country, but the scenery was amazing”.

Plenary Living as the project sponsor, equity investor and as financial arranger successfully completed the Single LEAP 2 project on time and on budget in February this year. Plenary’s Single LEAP 2 builders were Built Environs, Pindan, Richard Crookes Constructions, Sitzler, Watpac and the architect was Woods Bagot.

Perth City Link

The Perth City Link will reconnect the city centre with Northbridge for the first time in more than 100 years. It will dramatically change the face of the city and deliver real benefits such as improved access and connectivity, increased residential, retail and commercial opportunities and high quality public space.

The project involves sinking the Fremantle rail line from the Horseshoe Bridge to King/Lake Streets, undergrounding the Wellington Street Bus Station and creating five new pedestrian and vehicular connections between the city centre and Northbridge. When complete, the Perth City Link will be home to 1,650 new apartments catering for a residential population of approximately 3,060 people. The project will create 244,000 square metres of office / retail space providing opportunities for 13,500 new workers. Perth City Link will play a central role in regenerating Perth’s entertainment, cultural, shopping, employment and public transport areas. Perth City Link is a collaboration project between the Metropolitan Redevelopment Authority (MRA), Public Transport Authority, City of Perth and the Australian Government.

Senior Development Manager Michael Barr, said, “At the moment Leighton Properties and Mirvac have been working with the MRA to ensure compatibility between the bus station works and the future development. Phillip Chun has been assisting us on the BCA interface”.

The new Perth Children’s Hospital (PCH)

Philip Chun is currently providing Building Code and Accessibility Consultancy services to the John Holland Group for this prestigious project in Western Australia.

The $1.2 billion Perth Children's Hospital will provide the best possible clinical care for future generations and will be the base for continuing WA’s outstanding paediatric research. The 298-bed hospital will provide tertiary-level health services and key secondary health services including inpatient and outpatient care and ambulatory care services.

Replacing Princess Margaret Hospital, the new facility will be located on the QEII Medical Centre site in Nedlands. Construction began in January 2012 and is due for completion in 2015. The project will now have 24 more beds after a $35 million reconfiguration to its floor plan to add the extra room to its surgical ward. The State Government announced the increased beds at the facility from 274 to 298 to meet the revised demand forecast for 2021.

Premier Colin Barnett had previously announced that the new Nedlands hospital on the QEII site would be named Perth Children’s Hospital (PCH) - the original name of the children’s hospital when it opened in 1909. It replaces the current hospital in Subiaco and will serve as the hub of WA’s paediatric network for the most complex and critical cases.
